• Deputy director of Finance at the Algerian-French Organization of industrial cooperation (O.I.C.)
• Financial director in the National Company of Industrial Plant Engineering and Construction (N.C.I.P.E.C.)
• President of the Algerian-Swiss Industrial Engineering and Construction Company
• CEO of the National Tobacco and Matches Company (N.T.M.C)

1980-1988 : Secretary general of the Ministry of Commerce

1988     : President of the Industrial Shareholdings Funds

1988-1989 :  Minister of Commerce

1990-1991 :  Minister delegate in charge of the Budget

2001-2002 :  Minister of Finance

• 1995 : Co-organizer of the Maghreb conference of 700 presidents of enterprises (Palace of the Congress in Marrakech)
• 1996 : Vice president of the “Emir Abdelkader” Foundation

His Excellency Mr. Mourad MEDELCI was born on April 30, 1943 in Tlemcen. He is married and father of five children.
